Long extensive and intensive oil activity has sharply changed ecological balance of all region to water areas ofCaspian sea. The decision of a problem demands the complex measures underlying maintenance of becoming of consolidating ecology-economic methods of management of wildlife management. Concrete maintenance of economical and economical use of potential ofCaspian seacauses development of joint strategy of the countries of region and association in new ecology-economic institusionaly formation.
Leaning, on resource potential and sharing of riches of the sea, in our opinion, the new union seaside the states will lead to to the following ecology-economic benefits:
- Ø A designation of new contours for real mutually advantageous integration and a consensus into definition of the status ofCaspian sea;
- Ø A concrete definition in sphere of the property rights to factors of the natural environment of managing subjects;
- Ø Increase in rationality in sharing bioresources;
- Ø The control of an ecological situation and amplification of the responsibility;
- Ø Purchase of long-term contracts of ecological business in internationalization external effects.
Combined present the geopolitic situation completely contributes in the submitted script to fruitful and mutually advantageous cooperation and has, in our opinion, favorable prospects. At the same time the prospective form of co-operation should be carried out not only in frameworks associations ecology-economic communications and an infrastructure.
In the long term at expansion of integration the region also can become new type a ecology-economic zone in confederation to a basis of managing in which use of resources of all ecological systems will have below-mentioned general bases:
- Ø Corporate management and monitoring;
- Ø Ecology-economic the code and the local sea convention;
- Ø The customs union and judicial bodies;
- Ø The program on steady development and preservation of the environment;
- Ø parity in distribution of bioresources and the profit.
The deepening of zone liberalization of managing and expansion of integration in future will lead to to optimum distribution of a bottom of water area and all resources of bowels.
