National power strategy: a conceptual substantiation and prospects

SUMMARY

In the modern world steady maintenance of economy and the population fuels-power resources, and also the problem of energy efficiency representing a basis of power safety of the country, is considered one of the major parameters of a level of development of the state. From this point of view any country for maintenance of expansion of fuels-power resource base and its more effective use develops national power strategy.

In given article necessity of development for rich by power resources of the Azerbaijan Republic of the similar strategy representing the important component of oil strategy of the country conceptually is proved, it is underlined the importance of steady and multiplicate effective development of its economy, the role in the decision of problems of a fuel and energy complex is estimated.

At separate development cycles of national power strategy as the important condition in article the creation of system proved by scientific-empirical way with a full supply with information and clear methodology based on exact mathematical calculations also is put forward.

Results of the carried out analysis show, that development of national power strategy will lead to more ecology-civil, economical and to an effective utilization of power resources, will provide, as a whole, in power sector structural and institutionally transformations and will be generated with necessary potential for transition during a postoil epoch.
