REGIONAL STRATEGY OF DEVELOPMENT: SCIENTIFIC-EMPIRICAL THE SIGHT AND THE NEW CONCEPTUAL SUBSTANTIATION

Realization of strategy of regional development of the Azerbaijan Republic and new perspective opportunities of progress in this direction in article has turned an object of research. In scientific-analytical interpretation necessity of formation of traditional structure of regional division, theoretical and practical bases of economic division into districts, and also realization of problems and achievements of the State Program of social and economic development of regions of the Azerbaijan Republic /2004-2008 years/ is stated. Lead by the analysis it is determined, that for maintenance of steady development of regions of republic there is a corresponding potential and sufficient economic resources. And at further, more rational use of this potential, it is necessary to enrich comprehensively new strategy of regional development with scientific-conceptual and empirical substantiations.

By result of researches it is determined, that strategy of regional development should be constructed on institusionaly to a triad: united aspects of genetic realities, global current and new economic way. The basis of his schematization on strategic planning is necessary, and process of management is regulated on indicative methodology.
