CUMDOMINIUM SAFETY AND NEW FINANCIAL ARCHITECTURE

Persian gulf as the region during last quarter of XX century is represented in the political and social plan to one of the most intense areas of the world. Here, during many years amplified race of arms and constant multilateral intervention not regional forces are observed. Value of the given phenomenon grows, in connection with growth of consumption by economic oil and gas of products. In area of a gulf two thirds of reconnoitered world reserves of hydrocarbonic raw material are concentrated. For today approximately 25% of oil made in the world act from the countries of Persian gulf. In the future parameters of this share will increase even more. Besides the oil recovery in region is fabulously economic. Here, each barrel in comparison with other corresponding petroliferous zones of a planet costs from five up to ten times more cheaply. This circumstance promoted for last 50 years to economic to consumption at a high level inexpensive oil. Destruction of the given basis would be accompanied with deep jump of the world prices for oil and has led to to a collapse of all world economy, and also has broken also the American economy.

It is difficult to tell, that having significant big opportunities with plentiful oil resources allowing to promote integration into global economy, the countries of region not full to a measure uses given potential in the national interests. At first sight it is visible that, the level social and economic in region has passed lives on universal standards. But paying attention on modern parameters of the gone way of human well-being, it is possible to notice, that here the general social condition in the certain measure lags behind the western analogues. This backlog in many respects contacts the limited mobility and not enough development of a social, transport - communication infrastructure, and not wide maximality of general formation, a science, technological progress, optimum use of the human capital. As a whole, for short time the cardinal decision of bearing problems causes reduction a uniform active revolution of all of the general available material and not material resources. And in this strategy the leaging role is allocated to improvement of regional cooperation with application of new integration formations and technology.

It is known, that in region in a context of the common cooperation the union - Advice of Cooperation of the Arabian States of Persian gulf which supervises more than half of all Near-Eastern oil and a petroleum-refining industry functions. Paraphrasing it as «the round table» oil kings of the Near East in the given union has not come borrowing on stocks of oil the third, natural gas the first place in region, with powerful military and largest human potential Islamic Republic Iran.

Having favorable geopolitic and a geographical position Iran is a link between Persian a gulf Caucasus, Turkey, Russia and all entirely the Euroasian continent. All painful points of region, are anyhow connected to Iran. Distinguished by powerful political force, with a high degree of a pragmatism the country possesses absolute value to affect the common situation of region. The international political practice of last years also has proved that, without participation of Iran basic regional problems cannot be solved. Therefore ocurrences of Iran in Advice of Cooperation of the Arabian States of Persian gulf it is estimated by historical necessity. In that case on the basis of the recommended project of integration of joint possession - cumdominium the safety, the new union will differ the synergetrics effect and polarity. From natural change of the name of the organization up to a deepening of integration of facilities the given effect will change all political, social and economic shape of region.

Offered new industry the regional system puts forward the best prospect of stability and safety in area of a gulf. With application of joint local administrative system she will open opportunities on many aspects rational use of the general potential. Such integration also will weaken a problem of disputable islands and will lead to to their joint management.

It is possible, that the new union will consider also creation of a regional defensive alliance. But here in the greater measure the place is allocated economic integration. For amplification of regional safety in a context of new system creation of all five parts of a paradigm of the international integration made in the European Community is offered: a zone of free trade, the common market, the customs, economic and currency unions. In this direction creation of mobile institutes in maintenance of financial and economic stability and scientific and technical progress should stand in priority numbers. More important effort is here too connected to an effective utilization of incomes of the general oil potential. For this purpose it is offered on the basis of currency - dinar of Islamic Bank of Development creation of the monetary union. It is necessary to emphasize, that the European Community has passed to last stage of economic integration and has let out in a revolution own currency - euro. In the countries of East Asia, in particular China, Japan and South Korea the aspiration of realization of idea of creation of uniform regional currency - «japro» amplifies. This circumstance also staticizes ocurrence in a revolution dinar.

Creation of the corresponding monetary union will lead to to increase of a price rating of regional oil, as a whole, will considerably change «adhered» to dollar global financial architecture. Also will open in global economic space wide arena for oligopolizatsija.

On the basis of application of high technology it is necessary to form also without fail a new industry-innovative policy, to stimulate not oil sector, to expand a regional branch software. Being based Islamic values on the basis of a principle of joint business to expand interest-free bank system to establish uniform customs rates, to remove distinctions in financial, fiscal and labour legislations.

To islam it is alien egalitarizm socialist system. And the business success of the individual here is welcomed and encouraged. With it specificity of financial architecture of Islamic type, and also the form and methods of work of Islamic bank speaks. No, that on the basis of perfection new institutsional formations the regional organizations will withdraw the avuary from the Western banks for the further investment domestic economy, converts them in dinars. This effect in conditions of the perfect competition of a planet will create one more reference point of a global financial system.

The offered strategy is not put at all against liberal economic model. It is known, that the liberal a facilities during existence of several centuries frequently was exposed to economic crisises, it was accompanied inflation and unemployment, not providing fair distribution of incomes in some states, at all has not received long development. On the business its potential has passed on a stage of exhaustion. New realities of a civilization are pursued with creation of more perfect and steady economic model. Today in reconstruction of global political-economical system instead of social - democracy, a so-called vector «the third way» the Islamic model acts as one of the important alternatives.

Islamic economy this standard economic system in which known base laws operates precisely the same as and in traditional. She differs only that its moral code becomes corresponding dogma. Therefore Islamic financial and economic model conducting dialogue and a consensus between civilizations is necessary consider not only as the factor of active demand of human progress, and as the resulted system of the most optimum ethical standards.

In a result it is possible to ascertain, that in given regional cumdominium safety, in case of work, will open optimum prospect of stability and safety in area of Persian gulf. Will create conditions more effectively to resist to external pressure, protectionism, first of all from the party the USA. The abundance of oil of region will open opportunities on many aspects of rational use of the common potential. On this ground creation new financial architecture branching the aspect of unipolar global system stimulates shift human сivilizations.
