The new geopolitics situation an the Caspian sea, concerned with the exploring and working up of hydrocarbon deposits included Azerbaijan in the number of countries, determining the character of the world oil policy, turned in into the major economical centre of the region. At the same time on the old oil-fields, which in due time had brought a world glory to our country, the crisis situation in many respects sprang up: the long extensive and intensive extraction led to reduction of the energy of layers and premature exhaustion of their store. The financial and technical difficulties, the slow adaptation to the market conditions made the extraction unprofitable and still more aggravated the situation. The all requires the pressing perfection of oil-producing field. The analysis of the dynamics of the hydrocarbon extraction on land, its tendencies and potential in terms of the new views and market relations is given. The directions of the elaboration of the new economic mechanisms of the reforms in the spirit of time and in accordance with the state interest were determined. The questions such as the structural changes, the new forms of administration, the reduction of industrial expenses, the strengthening of financial foundations and other measures, stimulating the growth of production under the conditions of the market economy are discussed in the article.
