EFFICIENCY OF APPLICATION IN NATIONAL OIL SECTOR OF GLOBALIZED ECOLOGICALLY FOCUSED FISCAL MECHANISMS

 

 

Proceeding long extensive process of extraction in the Azerbaijan oil sector has put the country before heavy ecological consequences. The decision of a problem has come a phase, demanding high capitals. Having lead the comparative analysis in article it is specified, in a direction of preservation of the environment in an oil complex and republic the whole there was a necessity of wide application of globalized progressive ecologically focused liberal-fiscal mechanisms. The present, being based on corresponding strategy in national oil sector, it is considered important improvement of tax system and сonditionality here an optimality of application of the administered resource-ecological tax. The new tax system has the big advantage. From it it is difficult to evade. As system are based on the account of physical sizes of energy carriers. On the other hand it is offered internalizate spillovers and to take into account them in the cost price by means of application of ecological costs, payments and penalties.

By the lead calculations it is appreciated, that in synthesis of the ecological tax and in the mechanism of transformation of external costs on internal, in corresponding infrastructural objects on all country the fund of annual receipts in 500$ one million new ecological investment source is got. Thus, in article the prospect of connection to process of others Caspian the states also is specified, even more thorough is possible divercifikation ecological costs. In national oil sector and an infrastructural zone surrounding her restoration of ecological equilibrium level with application of new fiscal mechanisms should be regulated by innovative processes also.
